Essence of the Project

In development the social cluster EU takes into account the Lisbon Strategy and set out the main objectives – to make the most competitive and dynamic knowledge-based economy in the world where the social and economic development combined with more jobs and greater social cohesion and reducing social and economic disparities between regions and within the country also contributes to the overall state of the territory stable and sustainable development, which responds to the Lithuanian national and regional policy objective. Therefore, social cluster become social innovation for the public interest to social and economic problems in the design and implementation of an innovative tool for contributing to the regional strategic policy objectives, through capacity building and cooperation.

The European Union aims to develop EU policies of clustering therefore increasingly explored opportunities to develop and promote social clustering, which is one of important social policy of modernization and integration of social development in Europe, with social cohesion and sustainable development instruments. Social cluster in Lithuania is a new challenge for for creation of the social economy tools. In order to achieve the main programmme LT10 “Capacity-Building And Institutional Cooperation Between Beneficiary State And Norwegian Public Institutions, Local And Regional Authorities” objective was formulated the aim of the project – to complement regional policy goals by transferring of know-how and good practice experience of Norwegian institutions to Lithuanian counterparts promoting sustainable development and strengthening capacity building as well as co-operation and social clusters among public institutions and local and regional partners. In order to implement the project within the purpose of the project is as follows: to develop skills and social cluster competencies by promoting lifelong learning, and to contribute to the implementation of regional policy, to improve the welfare state policy implementation of public and administrative capacity in the project partner‘s institutions, to ensure public transparency in the implementation of welfare policy by developing and implementing the innovative anti-corruption means at local and regional level.

Aim of the project:

To contribute to the regional policy objectives by transferring the Kingdom’s of Norway knowledge and best practices to authorities of the Republic of Lithuania and Lithuania’s municipal authorities, to promote their sustainable development, to strengthen the capacity and cooperation in the social sector, as well as social clustering between local and regional partners.

Project objectives:

1.      To develop skills and social cluster competencies by promoting lifelong learning, and to contribute to the implementation of regional policy.

2.      To improve the welfare state policy implementation of public and administrative capacity in the project partner‘s institutions.

3.      To ensure public transparency in the implementation of welfare policy by developing and implementing the innovative anti-corruption means at local and regional level.

1.1.1 Development and adjustment of social cluster competence model. 1 Model; Two visits of Lithuanian representatives in Norway (12 persons per visit; 4 days).
1.1.2 Development of virtual learning environment, improving public welfare and the promotion of regional policy implementation. 1 virtual learning environment; 2 visits of Norwegian experts in Lithuania (4 persons per visit, 4 days).

Development of social cluster competence programmes and organization of training by transferring the Kingdom’s of Norway knowledge and best practices.

6 programmes; 6 sets of methodical material; 12 training events (6 – LT, 6 – NO), 240 participants; LT 2 visits in Norway (2 people, 5 days); 2 visits of NO in Lithuania (2 people, 5 days).
1.2.1 Development and adjustment of administrative and public administration skills training programs. 3 programmes, 3 sets of methodical material
1.2.2 Organization of administrative and public administration skills training events with the purpose to minimize social and economic inequality in the peripheral areas. 6 events (3 – LT, 3 – NO), 240 participants; 1 visit of LT representative (2 persons, 5 days) in Norway; 1 visit of NO experts in Lithuania ekspertų (2 persons, 5 days).
1.3.1 Development of State Welfare Policy Transparency Implementation Handbook. 1 Handbook.
1.3.2 Organization of training events relevant to introduction of innovative anti-corruption measures at local and regional level. 6 events (3 – LT, 3 – NO), 240 participants; 1 visit of LT representatives (2 persons, 5 days) in Norway; 1 visit of NO experts in Lithuania (2 people, 5 days).
1.3.3 Development of social cluster network with the purpose to establish and implement innovative anti-corruption means at local and regional level. 1 network of social clustering; 260 unique connections.
